Paper Submission Guidelines
Authors are invited to submit original, high-quality research papers presenting theoretical, experimental, or applied research relevant to the conference themes. Submitted papers must be original and should not have been previously published or simultaneously submitted to any other journal or conference. All manuscripts must be prepared in English and strictly adhere to the prescribed conference paper template.
Each manuscript should be at least 4 pages and not more than 8 pages, inclusive of figures, tables, and references. Authors must submit their manuscripts exclusively through the Microsoft CMT submission system. Submission of the same manuscript to multiple venues is strictly prohibited and may result in rejection.
Rigorous Peer Review Process
All submitted manuscripts will be evaluated through a rigorous double-blind peer-review process managed by the Technical Program Committee. Under this review mechanism, the identities of both authors and reviewers will remain confidential to maintain an objective, impartial, and unbiased evaluation.
Papers will be assessed by qualified experts in the relevant domain based on originality, technical merit, significance, relevance to the conference scope, and quality of presentation. Acceptance will be granted only to papers that receive positive review recommendations and meet the required academic and technical standards of the conference.
IEEE No-Show Policy
The conference adheres to the IEEE No-Show Policy. Authors of accepted papers are required to comply with the conference presentation requirements.
At least one author of each accepted paper must attend the conference in person and present the paper.
The conference will be conducted entirely in physical mode, and all accepted papers must be presented onsite at the conference venue.
The Technical Program Committee will decide the appropriate presentation format for each accepted paper, which may include an oral or poster presentation.
Online, virtual, pre-recorded, or proxy presentations are not permitted, except when IEEE grants special permission under extraordinary circumstances.
Accepted papers that are not presented at the conference in accordance with these requirements may be excluded from submission to IEEE Xplore and other applicable indexing databases.

Plagiarism and any form of academic misconduct are strictly prohibited. All submitted manuscripts must contain original work, and authors are responsible for ensuring that the submitted content is properly cited and free from unacceptable levels of similarity.
To maintain the originality and academic integrity of the submissions, all papers will be screened using iThenticate. The acceptable similarity level is 30% or below, including references. Papers exceeding the prescribed limit may be subject to further review or rejection.
Responsible Use of AI Tools
Authors may use Artificial Intelligence (AI) tools in a limited and responsible manner for purposes such as language refinement, grammar correction, and formatting assistance. However, AI tools must not be used to generate or substantially develop the technical or scholarly content of the manuscript.
The use of AI for creating research content, experimental results, research data, figures, tables, references, analysis, conclusions, or complete manuscripts is strictly prohibited. Authors must ensure that all technical contributions and research findings presented in the paper are their own original work.
Any permitted use of AI tools must be appropriately disclosed in the manuscript. Authors retain full responsibility for the originality, accuracy, authenticity, and academic integrity of their submissions. Non-compliance with this policy may result in rejection of the manuscript or other appropriate action in accordance with applicable IEEE publication ethics and policies.
